Highlights from the 2023 PFS and OPPS Final Rules & Federal Policy Updates


Learn about the key policy changes finalized by the Centers for Medicare & Medicaid Services (CMS) in the CY 2023 Medicare Physician Fee Schedule (PFS) and Hospital Outpatient Prospective Payment System (OPPS) final rules. Speakers will discuss how these reimbursement changes will impact oncology programs and practices starting January 1, 2023, and identify other legislative and regulatory updates for the cancer care community in the new year. There will be an opportunity for live Q&A.

Teri Bedard is the Executive Director, Client & Corporate Resources with Revenue Cycle Coding Strategies, Inc.  Her expertise includes over 20 years of medical experience.  Teri has served as a senior and Staff Radiation Therapist at renowned oncology practices across the Midwest and during her tenure with RCCS, has served as a Senior Consultant, Remote Solutions Manager, and Director, Client Services.   As a member of the RCCS team Teri advises and leads clients in the areas of billing and reimbursement for technology, monitoring government regulatory information and seeking new business opportunities.    

Teri completed her Bachelors of Arts degree at the University of Northern Iowa.  She completed her Radiologic Technology certificate at Mayo School for Health Related Sciences in Rochester, MN and her certificate for Radiation Therapy at Fairview University Medical Center in Minneapolis, MN.  She also earned her certification as a Certified Professional Coder (CPC) through the American Academy of Professional Coders (AAPC). 

Teri is active in the ARRT, ASRT, and AAPC.  She lectures and participates at national seminars in conjunction with the AAPC, ACCC, ACRO, and ASRT.  

Matt Devino, MPH (Moderator)

Association of Community Cancer Centers

As Director, Cancer Care Delivery and Health Policy at ACCC, Matt leads the organization’s policy and advocacy initiatives to improve cancer care delivery and promote health equity across rural, urban, and underserved settings. He also works to advance ACCC’s federal legislative and regulatory priorities, working with Congress and the Administration to support the oncology workforce and reshape reimbursement to better meet the needs of cancer care providers and their patients.

Matt has nearly a decade of experience in the healthcare industry with a strong history of working alongside and advocating for healthcare providers across the care continuum. Most recently, Matt served as an Associate Director, Government Affairs for the Medical Group Management Association (MGMA) in Washington, DC. In that role, Matt had the pleasure of representing the nation’s medical group practices in Washington in front of federal agencies, congressional offices, and other provider stakeholder groups and coalitions. He was responsible for education and advocacy efforts on a variety of federal legislative and regulatory issues, including Medicare provider reimbursement, value-based payment reform and alternative payment models, COVID-19 financial relief programs, and health information technology. Matt also worked closely with MGMA state affiliate chapters in the Eastern and Western regions to organize grassroots efforts and was a frequent speaker at state and national meetings. 

Matt earned his Master of Public Health in Health Policy and Management from The George Washington University’s Milken Institute School of Public Health and his bachelor’s degree in Human Developmental and Regenerative Biology from Harvard University.
